Cap-and-Invest: Electric utility allocation comment period

Ecology is seeking comments related to electric utility allocation in the Cap-and-Invest Program. The comment period will remain open for an extended period of time. 

Public workshop 
There will be a Cap-and-Invest Electric utility allocation public workshop on April 17 from 1 pm. to 3 p.m. PT. The presentation and recording will be shared on the webpages linked below after the workshop. Register via the Zoom link.  

Ecology requests comments responsive to the April 17 workshop or specific to vintage 2026 allocation and the first compliance period are submitted on May 2, 2025 by 11:59 p.m. While comments may be submitted after May 2, Ecology will have less time to review and be responsive to the comments.
